According to the June flight plans of Chinese airlines, the affected Chinese flights include the Beijing-Los Angeles route operated by Air China, the Guangzhou-Los Angeles route operated by China Southern Airlines, the Shanghai-New York route operated by China Eastern Airlines and many other routes.

Civil aviation experts pointed out that the United States is so anxious to resume China-U.S. flights operated by U.S. airlines that it has resorted to such pressure tactics, mainly because China and the United States have very close aviation ties, and the original aviation market is very prosperous, which is the main profit point for many U.S. airlines. The Trump administration has been asking China to resume flights for the sake of restoring the economy.

The U.S. Department of Transportation’s claim that China has failed to allow U.S. airlines to operate passenger routes to and from China refers to the “five-one” policy implemented by the Civil Aviation Administration of China since March 29 (one airline can only retain one route to one country, and a maximum of one flight per week).

Since the policy requires that the international flight plan released on March 12 be used as the benchmark, and US airlines have previously suspended all flights between China and the United States, the routes have never been resumed.

In a May 14 conference call, the U.S. Department of Transportation raised with the Civil Aviation Administration of China the issue of the inability of U.S. airlines to resume scheduled passenger services and exercise their full bilateral rights, claiming that the CAAC's notice imposed restrictions on U.S. airlines that were inconsistent with relevant U.S.-China agreements.

In response, the Civil Aviation Administration of China notified the U.S. Department of Transportation that China is considering removing the preconditions for the March 12 schedule, but the restriction on one route to China operating only once a week will remain.

The first target was the seven Chinese airlines that currently have routes from China to the United States.
