Mask exports have always been an important export item during the epidemic. However, since the release of Announcement No. 53, the customs has stepped up efforts to strictly investigate violations such as concealment, misreporting, false reporting, omissions, and misreporting of exports of epidemic prevention items. For this reason, many freight forwarders/customs brokers have begun to refuse to accept medical supplies.


Previously, a freight forwarder issued an announcement: Due to the customs' escalated strict inspection of epidemic prevention materials, all channels will immediately suspend all medical epidemic prevention materials. Civilian materials that meet the requirements can be arranged, but the timeliness will also be affected. The transportation timeliness of the delivered epidemic prevention materials will be delayed.
The requirements are as follows

  1. Products without any "three no's" (no manufacturer, no production date, no implementation standard) are not accepted. Business license, enterprise production license, and product inspection report are required.
  2. The inner packaging of the goods (each small package or each box) must be accompanied by a certificate of conformity;
  3. The product name and production standard on the test report must be consistent with those on the certificate;
  4. The certificate of conformity must indicate the manufacturer, production date, shelf life, production standards, and be accompanied by the official seal or quality inspection seal;
  5. The inner/outer packaging and products must not have any words indicating medical use. If the words FDA are displayed on the inner/outer packaging, it is defined as a medical product.


According to an urgent notice from a freight forwarder:

Recently, the customs has strictly inspected epidemic prevention materials. All customs declaration materials are manually inspected and released, and the customs declaration time is greatly extended. All orders with incomplete qualifications will be returned, and the on-site inspection rate is very high. All non-medical epidemic prevention products with FDA logo on the outer packaging will be detained. If the inner packaging does not have a certificate of conformity, production date, manufacturer, batch number and other information, it will be detained as a "three-no" product and transferred to the anti-smuggling agency. Sellers must provide the corresponding information in accordance with relevant requirements when shipping.


Whether it is medical or civilian epidemic prevention products, they have received the same treatment in the customs inspection. The editor learned from the freight forwarder that disposable civilian masks for export will not be accepted without the red label certificate stamped by the manufacturer!

Even SF Express refused to accept epidemic prevention materials from some areas, making the export of masks even more difficult.

Jinan Customs seized 500,000 masks without any certification

On April 15, Jinan Airport Customs under Jinan Customs conducted an on-site inspection of a batch of 500,000 exported disposable masks and found that the masks' certificates were crudely printed with the "FDA" logo, and there was no information such as the production date and manufacturer on the packaging, which was suspected to be "three-no" products, totaling 500,000. The goods have been temporarily detained and handed over for subsequent disposal.


Guangao Customs seized 2,000 masks suspected of false declaration

On April 16, Guangao Customs under Shantou Customs inspected a batch of 350 items declared as "non-medical masks" for export and found that one of the items had a medical epidemic prevention material label on its outer packaging, totaling 2,000 pieces, which was inconsistent with the declared label on the actual goods. The customs has transferred the batch of goods to the business disposal department for processing.
