01 my country adjusts import tariffs on some commodities
On the afternoon of December 23, the State Council Tariff Commission issued a notice on the adjustment plan of the provisional import tariffs in 2021. The most-favored-nation tariffs, agreement tariffs and provisional tariffs of some imported goods will be adjusted in 2021. From January 1, 2021, the import tariffs of some commodities will be adjusted; the prices of some anti-cancer drugs, medical equipment and infant formula will be supported to fall, and some imported equipment and parts related to the development of new infrastructure and high-tech industries will have more adequate guarantees.
This tariff adjustment is one of the most significant in recent years. It not only involves the adjustment of tax rates, but also involves the adjustment of tax items that have rarely been touched in the past few years. Therefore, it is quite interesting. The total number of tax items after adjustment has reached 8,580, an increase of 31 from 2020.
02 Standardized declaration requirements for newly imported hazardous chemicals
On December 24, 2020, the Single Window issued a notice on regulating the declaration of imported hazardous chemicals. From January 10, 2021, products with HS codes involving hazardous chemicals must check one of the following in the "Goods Attributes" column: "Bulk Hazardous Chemicals", "Packed Hazardous Chemicals" and "Non-Hazardous Chemicals" before they can continue to be declared. At the same time, regulations are set for filling in the "Dangerous Goods Information" column.

03 Russia forces the use of electronic labels
In April 2018, Russia passed Government Decree No. 791, stipulating the general principles for mandatory affixing of electronic supervision labels to goods from 2019, and at the same time requiring the determination of the executor of the electronic labeling project. In the same month, Russia issued Government Decree No. 792, determining the list and timetable of mandatory labeling products.
From the beginning of 2021, the mandatory electronic labeling system will be extended to light industrial products and dairy products. In terms of mandatory electronic labeling of dairy products, milk, cream, ice cream, etc. with a shelf life of more than 28 days will be required to be labeled from January 20, 2021; milk, cream, condensed milk, whey, butter, cheese, curd, milk-containing beverages, etc. with a shelf life of less than 28 days will be required to be labeled from July 1, 2021; yogurt, fermented dairy products, etc. will be required to be labeled from October 1, 2021; farmers who retail their own dairy products can postpone it to October 1, 2022.

In accordance with relevant laws and regulations of my country and the "Protocol on Plant Quarantine Requirements for Mexican Sorghum Exports to China between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the United Mexican States", Mexican sorghum produced from the date of this announcement and meeting the inspection and quarantine requirements is allowed to be imported. The inspection and quarantine requirements for imported Mexican sorghum are now announced. They will be implemented from November 30, 2020.

Announcement on the trigger level quantities of agricultural products imported from New Zealand in 2021
In accordance with the Free Trade Agreement between the Government of the People's Republic of China and the Government of New Zealand, my country implements special safeguard measures on four categories and 12 tariff numbers of agricultural products imported from New Zealand (hereinafter referred to as the four categories of agricultural products). The import volume of the four categories of agricultural products subject to the agreement tariff rate in 2020 and the import trigger level volume in 2021 are now announced. It will be implemented from December 2, 2020.

Announcement on No Longer Implementing Export Commodity Inspection for Some Medical Supplies
In accordance with the "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementing regulations, from the date of this announcement, medical supplies under 14 10-digit commodity numbers such as "9025199010" (see the attachment for details) will no longer be subject to export commodity inspection. Among them, dangerous goods under commodity numbers 3005901000 and 3005909000, and dangerous chemicals under commodity number 3808940010 will still be subject to the inspection and supervision requirements for export of dangerous goods or export of dangerous chemicals. It will be implemented from December 3, 2020.

It will be implemented from December 7, 2020.

The inspection and quarantine requirements for imported Mongolian flour are now announced. They will be implemented from December 7, 2021.
