HTS was established on the basis of HS. It is a comprehensive customs code for goods (The Harmonized Commodity Description and Coding System) formulated by the World Customs Organization based in Brussels in January 1989. The internationally accepted HS code consists of 2-digit codes, 4-digit codes and 6-digit codes. Then each country formulates detailed codes based on this code. For example, 8-digit and 16-digit codes do not conflict with each other. It’s just that HTS is a large category, and HS is a small category under the large category.

For example, if I say clothes, let's say this represents HTS, and the sweaters, pants, etc. below are equivalent to HS, which is the sub-category below. If I now look for the HTS of clothes and assume it is 7XXX, then the pants below it must belong to it, but saying HTS number does not necessarily mean it must be pants.

HTS NUMBER is the US Customs Commodity Code, and HS CODE is the Chinese Customs Commodity Code. HS Code has 22 categories and 98 chapters. Since 1992, my country's import and export tariffs have adopted ten-digit codes, the first eight digits are equivalent to HS codes, and the last two digits are my country's sub-items. The main function of customs codes is for customs to supervise and count imported and exported goods, and to implement different supervision, tariffs and value-added tax collection according to goods with different HS codes.

The first and second digits of the commodity code represent the "chapter", the third and fourth digits represent the "heading", and the fifth and sixth digits represent the "subheading". The first 6 digits are the HS international standard code. HS has 1241 four-digit tariff headings and 5113 six-digit subheadings. Some countries have divided the seventh, eighth, and ninth digits according to their own actual conditions.
