What is EPR

EPR is the abbreviation of the Extended Producer's Responsibility, a policy of the European Union. In the European Union, the collection and recycling of most post-consumer waste is managed through the Extended Producer Responsibility (EPR) system. Producers must ensure the management responsibility and obligations of the waste generated by their products at the end of their service life by paying an "ecological contribution" fee.

? Are EPR and German WEEE the same thing?

Generally speaking, they are the same thing. EPR is actually a management system framework, which is implemented in many legislative practices, but EPR is not the name of a regulation. The so-called EU WEEE Directive and German Electrical Appliance Law are actually equivalent to the legislative practice of this system in the EU and Germany. As the name of the French law on EPR is too difficult to pronounce, it is simply expressed as French EPR in the seller group. You are a “producer” if:

● If you manufacture products that are subject to extended producer responsibility requirements in the relevant country, or

● If you import goods that are subject to extended producer responsibility requirements into the relevant countries, or

● If you sell products that are subject to extended producer responsibility requirements in the respective country and you are not incorporated in that country.

Obviously, the vast majority of Chinese sellers belong to the third category . For the third category of producers, both FBA and self-shipping sellers belong to the third category.

How do I register for EPR?

Understand what is EPR commodity classification?

EPR product classification is the basis for EPR registration. Sellers need to understand the product classification and clarify which EPR product classifications they need to register. Each different product classification needs to be registered and declared to different recycling organizations.

How to calculate the quantity that needs to be declared for your store?

The seller needs to calculate the specific recycling volume that the agency needs to report to the recycling company:

Recycling volume = the number/weight of products sold in the store under the EPR category in the current year

For example: Seller A's store sells three types of Bluetooth headsets, and the total quantity of the three Bluetooth headsets is estimated to be 5,000. Therefore, when registering for the French EPR electronic and electrical category, the quantity that needs to be declared can be 5,000.

🚩Both countries allow sellers to register, make a minimum declaration and pay the fee, and then pay the actual fee later!!!

🚩Most recycling companies in France need to pay the recycling fees for the past 3 years when registering! ! !

🚩The government conducts a certain percentage of spot checks every year, and sellers who are found to have missed payments must pay fines and make up for the recycling fees!!!

Information and Labeling for End Users

After registering the EPR, the seller must also put relevant information or marks on the products provided to consumers, including but not limited to:

Print the trash can logo on the electronic and electrical products and packaging sold.
Print the recycling registration number on the sales invoice.
The packaging carton is marked with the logo of the French packaging recycling company.

🚩French electronic appliance sellers must list environmental protection fees on invoices. !!!

Submit the registration letter and registration number to the platform

The seller receives the registration letter and registration number for each EPR product category and submits it to the Amazon backend for review.

Different EPR product categories have separate registration numbers .
Germany's WEEE submission number is not a registration number and cannot pass the review.
France will unify different commodity categories into one UIN in the future, but it has not yet been unified.

EPR registration time and information requirements

What is the validity period of EPR registration?

● French EPR registration generally takes 2-4 weeks , but as the number of registrants increases, it may be extended by 2-8 weeks. France currently plans to enforce it on January 1, 2022. Considering the registration cycle, sellers must hurry up.

● German Packaging Law: 2 weeks

● German Electrical and Electronic Equipment Act and Battery Act: 6-12 weeks. German WEEE registration is generally slow.
