Basic Introduction

The American Apparel and Footwear Association ( AAFA ), representing more than 1,000 apparel and footwear brands, works with the Office of the United States Trade Representative to publish an updated list of restricted substances in apparel every six months. The updated content is based on the requirements of governments around the world for chemicals in footwear and apparel products that are restricted in the form of laws, regulations or mandatory standards. As a management tool for hazardous substances in the industry, AAFA 's control helps the global supply chain and the U.S. apparel and footwear industry to manage chemicals in the production process and provides technical guidance for apparel manufacturers. Its supervision is very strict and is of great significance to the safe development of the entire apparel industry.

About RSL

The US AAFA updates the RSL list every six months or so . The updated content is based on the requirements of governments around the world for chemicals in footwear and apparel products that are restricted in the form of laws, regulations or mandatory standards. The updated RSL list serves as an industry hazardous substance management tool, helping the global supply chain and the US apparel and footwear industry to manage chemicals in the production process.

Legislative process

In March 2011 , the American Apparel and Footwear Association (AAFA) released the eighth edition of the Restricted Substances List (RSL) , which applies to finished apparel, shoes and hats, home decorative textiles, and semi-finished textile raw materials such as yarn and fabrics.

On March 21, 2012 , the American Apparel and Footwear Association ( AAFA ) released the 10th edition of the restricted substances list. The two major updates are:

REACH Regulation Candidate List - SVHC Substances of High Concern The substances are updated to the 73 items required by the current REACH Regulation, which are the practical application quantitative limits of the list of chemical substances of high concern for children ( CHCC ) stipulated in the Washington State Child Safety Protection Act ( CSPA ).

In May 2014 , the American Apparel and Footwear Association (AAFA) today released the 14th edition of the AAFA Restricted Substances List (RSL), covering apparel, footwear, travel goods, home textiles and other fashion accessories.

In December 2014 , the American Apparel and Footwear Association (AAFA) released the 15th edition of the AAFA Restricted Substances List ( RSL ) , covering apparel, footwear, travel goods, home textiles and other fashion accessories. The list includes more than 200 chemical substances and other consumer product restricted substances stipulated by state, federal and international chemical management and product safety requirements.

On June 15, 2015 , the American Apparel and Footwear Association (AAFA) released the 16th edition of the Restricted Substances List (RSL) , which includes more than 250 chemical substances.

On April 7, 2016 , the American Apparel and Footwear Safety Association (AAFA) released the 17th version of the Restricted Substances List (RSL)1 , covering products such as clothing, footwear, travel goods, home textiles, and other fashion accessories.

On March 16, 2017 , the American Apparel and Footwear Association (AAFA) released the 18th edition of the Restricted Substances List, covering chemicals or substances that are banned or restricted in finished home textiles, apparel and footwear products worldwide.

On February 22 , 2018 , the American Apparel and Footwear Association released the 19th edition of the Restricted Substances List (RSL) . The list prohibits or restricts chemicals and substances in finished apparel, footwear and home textiles worldwide.

In February 2019 , the American Apparel and Footwear Association (AAFA) released the 20th edition of the Restricted Substances List (RSL) .

About China

In December 2016 , Bloomberg, The Wall Street Journal, Reuters, the Associated Press and other media reported that the Office of the United States Trade Representative had re-listed Alibaba's Taobao on the " notorious markets " blacklist.

In April 2017 , JD Fashion was certified by AAFA (American Apparel and Footwear Association) and officially became an official member of AAFA .

In October 2019 , AAFA asked the Office of the United States Trade Representative to list some of Amazon’s sites as “notorious markets . ”
