What is TELEC? TELEC Review

TELEC (Telecom Engineering Center) is the main registered certification body for radio equipment conformity certification in Japan. TELEC is also called MIC certification in Japan. TELEC is one of the designated certification agencies of MIC, so it is collectively referred to as TELEC certification.



About TELEC


Japan's Radio Law requires that designated radio equipment undergo type approval (i.e., technical regulations compliance certification). TELEC certification is mandatory, and the certification body is a registered certification body recognized by MIC in the scope of designated radio equipment.


Wireless products entering the Japanese market need to undergo model approval from Janpan Telecom (mainly for the RF part). Shenzhen Moore Laboratory can now complete this type of testing and certification. The TELEC certification process requires submission of information and WLAN and Bluetooth testing and certification.

Certification Standards


For the technical standards of certification, please refer to the classification and technical standards of designated radio equipment listed in the Technical Regulation Conformity Certification System on its official website. It is worth noting that when these technical standards differ from the technical requirements of the Radio Regulations (Radio Regulatory Commission Rules No. 18), the Radio Regulations shall prevail.


Certification Type


TELEC certification includes test certification and type certification.


Test certification is to verify each equipment unit, and this certification is only valid for each verified equipment unit. Type certification refers to the verification of samples of a batch of equipment with the same design and manufacture. This certification is valid for all the equipment in the batch, but if the design or manufacture of the equipment changes, the equipment will need to be re-certified.


It is worth noting that the use of non-low-power radio stations and their terminal equipment requires a license from the MIC.


In addition, the conformity certification for telecommunication terminal equipment is divided into two situations: for ordinary telephone devices, it is only necessary to carry out JATE certification as required by the Telecommunications Business Act; for wireless terminal equipment, in addition to JATE certification as required by the Telecommunications Business Act, TELEC certification is also required as required by the Radio Act.

WIFI 2.4G, WIFI 2.5G, Bluetooth, 2.4GHz band, 10GHz band, 315GHz band, 902-928GHz band, 2G/3G/4G products.


No product certification required


433MHz, 868MHz products and TELEC certification do not open 2.9G and 5.8G to civilian use.


Certification submission information


1. Technical Type Specification Form;


2. Declaration of Quality Management System;


3. Letter of Quality Control Method or Manufacturer's ISO 9001 Certificate;


4. Letter of Construction Protection Confirmation;


5. Rated Power Declaration;


6. Antenna Report;


7. Test Reports (including Test Results, Test Setup Photos and Examinations carried out);


8. Label Information (Label Location, Label content)


9. Power of Attorney/Authorization Letter.


Note: All submitted documents are recommended to be in Japanese, but English documents are also acceptable. Test reports can be in the language used by the local testing agency.


Application Process


1. Customer: submit application form to the laboratory, prepare samples, sign contract and pay advance payment.


2. AOC Shenzhen Laboratory: test and issue report, and conduct preliminary data review. Time: 2 weeks.


3. Japan MIC Agency: Final review, certification, and customer payment of balance. Time: 1-2 weeks.
