Shanghai Cross-border E-commerce Public Service Co., Ltd. (hereinafter referred to as "Cross-border Public Service") was established in February 2016. According to the relevant work requirements of Shanghai, Cross-border Public Service is responsible for the construction and operation of the Shanghai Cross-border E-commerce Public Service Platform.

Relying on the Shanghai Electronic Port Platform, cross-border public services provide data exchange services for import and export e-commerce and payment, logistics, warehousing and other companies, and provide an information sharing platform for customs, taxation, foreign exchange and other government departments, to achieve "one declaration, one inspection, and one release", improve the convenience of port supervision, simplify the declaration and processing procedures for enterprises, and establish a fair, open, transparent and efficient docking service mechanism to meet the requirements of Shanghai's high-quality development of cross-border e-commerce and the business development needs of enterprises, and promote the scale, standardization and cluster development of Shanghai's cross-border e-commerce industry.

Development History

In August 2012, Shanghai was approved to become one of the first five pilot cities for China's cross-border trade e-commerce.

In December 2013, the Shanghai Cross-border E-commerce Public Service Platform was officially launched.

In January 2016, Shanghai obtained approval from the State Council to establish a comprehensive cross-border e-commerce pilot zone.

In February 2016, Shanghai Cross-border E-commerce Public Service Co., Ltd. was officially registered.

In June 2016, the "Notice of the General Office of the Municipal Government on Issuing the Implementation Plan for the China (Shanghai) Comprehensive Cross-border E-commerce Pilot Zone" clearly stated that "the functional Shanghai Cross-border E-commerce Public Service Co., Ltd. will be established to operate the Shanghai Cross-border E-commerce Public Service Platform."

In 2018, the platform system functions were fully upgraded, import business was fully expanded, direct mail export was fully implemented, and various businesses were effectively promoted, becoming an important carrier of Shanghai's cross-border e-commerce.
