Founded in 1952, the China Council for the Promotion of International Trade (CCPIT) is a national foreign trade and investment promotion agency. As of July 2017, the China Council for the Promotion of International Trade has 17 industry chapters, 48 local chapters, more than 600 sub-committees and county-level international chambers of commerce; and has nearly 70,000 member companies across the country. Organizational System Organizational Structure The highest authority The National Committee (abbreviated as "Plenary Session") is the advisory and deliberative body of CCPIT, composed of representatives of individuals, enterprises and groups related to foreign economic and trade relations. The plenary session is composed of representative individuals, enterprises and groups in the field of China's foreign economic and trade. The participants can be nominated from relevant national government departments, business associations, social groups and enterprises. The duties of the plenary session are: (1) To make recommendations and supervise the work of CCPIT in accordance with national laws and the needs of Chinese enterprises; (2) employing specially invited consultants; (3) Review and approve the president’s work report; (4) Review and approve the annual financial plan and final accounts of revenue and expenditure; (5) Decide on the establishment, change and cancellation of working bodies; (6) To guide and coordinate the work of local and industry trade promotion agencies; (VII) Formulate and amend the Charter of the China Council for the Promotion of International Trade; (8) Participate in relevant activities of the China Council for the Promotion of International Trade. Institutional Development As of July 2017, CCPIT has set up overseas representative offices in 15 countries and regions. In China, CCPIT and China Chamber of International Commerce have established 48 local branches, more than 600 sub-branches and county-level international chambers of commerce in provinces, autonomous regions and municipalities directly under the Central Government, and 17 industry branches in the machinery, electronics, light industry, textiles, agriculture, automobiles, petrochemicals, commerce, metallurgy, aviation, aerospace, chemicals, building materials, general industries, supply and marketing cooperation, construction, food and other departments, with nearly 70,000 member companies nationwide. (2) A China Maritime Arbitration Commission shall be established within the China Council for the Promotion of International Trade to hear and handle maritime arbitration cases. (III) Establishing a mediation center within CCPIT to handle civil, commercial and maritime mediation cases. Local and industry trade promotion agencies Local and industry trade promotion agencies shall establish local committees whose members shall be composed of representative individuals, enterprises, institutions and groups in the local area or industry. Local and industry trade promotion agencies are independent legal entities and can independently conduct business in accordance with the provisions of the Charter of the China Council for the Promotion of International Trade and sign agreements, protocols and other documents related to promoting economic and trade with foreign countries. Local and industry trade promotion agencies have their own financial plans, can acquire property in their own names, and assume relevant obligations. According to business needs, they can establish enterprises and institutions that implement independent economic accounting and have legal person status. Organization Members Overview Local and industry trade promotion organizations can develop members. Local and industry trade promotion organization members are divided into individual members, corporate members, and group members: (1) Persons related to foreign economic and trade relations may become individual members of local and industry trade promotion organizations upon application and approval; (ii) Enterprises related to foreign economic and trade relations may become corporate members of local and industry trade promotion agencies upon application and approval; (3) Groups related to foreign economic and trade relations may become group members of local and industry trade promotion agencies upon application and approval. Ownership Members of local and industry trade promotion organizations have the following rights: (1) Have the right to vote, elect and be elected; (ii) To make recommendations and supervise the work of local and industry trade promotion agencies; 3. Participating in relevant activities of local and industry trade promotion agencies: (iv) Priority in receiving services provided by local and industry trade promotion agencies. obligation Members of local and industry trade promotion organizations have the following obligations: (1) Comply with the Constitution of the China Council for the Promotion of International Trade; (2) Support and undertake the work entrusted by local and industry trade promotion agencies; (3) Pay membership dues (individual members are exempt from membership dues). Business assets Main tasks (1) To carry out liaison work with economic and trade circles, business associations and other economic and trade delegations and relevant international organizations in various countries and regions around the world, invite and receive visits from foreign economic and trade people and delegations, organize Chinese economic and trade, technical delegations and entrepreneur delegations to visit and inspect abroad, and participate in relevant international organizations and their activities; be responsible for liaison with representative offices established in China by counterpart organizations of companies outside China and chambers of commerce established in China by companies outside China; send permanent representatives or establish representative offices outside China; organize, participate in or jointly hold international conferences on economic, trade, technical cooperation and law with corresponding organizations of companies outside China. (2) To represent the country in international exhibitions, host and participate in world expositions, host Chinese trade exhibitions outside China and participate in international trade expositions; to be responsible for the coordination and related management and supervision of the national economic and trade exhibitions held outside China or the participation in international expositions. [6] (3) To arrange and receive economic, trade or technological exhibitions held in China from outside China, to host international professional or comprehensive exhibitions, to organize and host international expositions; and to coordinate with relevant Chinese parties to receive foreign economic, trade and technological exhibitions held in China. (4) Handling international economic and trade and maritime arbitration matters; issuing certificates of origin for Chinese export commodities; accepting general average and particular average adjustment cases; issuing certificates of force majeure; issuing and certifying documents and certificates for foreign trade and maritime freight business; issuing relevant carnets for companies, enterprises or individuals engaged in temporary export activities outside China and providing them with guarantees. (5) Acting as an agent for Chinese enterprises outside China or for companies and individuals outside China in trademark registration and patent applications in China, and handling consultation, disputes and technology trade related to industrial property and intellectual property rights. [7] (6) To carry out economic investigations and research at home and abroad, and to collect, collate, transmit and publish economic and trade information; to provide information and consulting services on economic and technological cooperation and trade to relevant enterprises and institutions at home and abroad, and to provide credit investigation services for companies and enterprises at home and abroad; to liaise and organize technical exchange activities between the Chinese and foreign economic and trade circles; to edit and publish foreign economic and trade newspapers and other publications; to organize foreign economic and trade negotiations; to undertake the evaluation and feasibility study of Sino-foreign economic and technological cooperation projects, as well as legal consulting and legal advisory work. (7) To guide and coordinate the work of CCPIT local chapters, industry chapters, sub-committees and international chambers of commerce at all levels; to be responsible for providing services and training to branches and members. (8) To be responsible for the daily work of the ICC China National Committee, coordinate ICC’s business in China and related matters concerning the exchanges between ICC China National Committee members and the ICC. (9) To handle other matters related to promoting foreign economic and trade activities. Asset Expenses The China Council for the Promotion of International Trade is financially independent and owns its own property in accordance with the law. It can establish enterprises and institutions with independent economic accounting and legal person status according to business needs. The funding sources of the China Council for the Promotion of International Trade are: (a) government subsidies; (b) service income; (c) donations; and (d) others. The fiscal year of CCPIT is from January 1 to December 31.
