It is learned that in 2022, due to inflation and consumption downgrade, the overall order volume of cross-border sellers showed a downward trend, and the demand for cross-border freight also decreased. Relevant data showed that due to the slowdown in consumer demand and overstocking, global container throughput fell by 8.6% in September, when the demand for shipping was the strongest in previous years, reaching the lowest level since February.

 

Under this circumstance, many freight forwarders are trapped in the industry swamp of soliciting cargo at low prices and having difficulty in increasing performance.

 

As the saying goes: When it rains, it pours. When a ship is late, it encounters headwinds. As the epidemic spreads, labor is becoming increasingly scarce, and the delivery efficiency of many shipping companies is declining. They are in dire straits. Recently, the cross-border logistics circle has been in turmoil again.

It is learned that recently, 18 logistics companies issued a joint statement regarding the backlog of goods in the EQ2 warehouse in Belgium.

 

The statement mentioned: Since the end of October 2022 , a series of issues caused by the customs inspection of the Belgian EQ2 warehouse have been resolved. After two months of inspection and docking, customs hearings, etc., the customs and the supervisory warehouse have reached a consensus on the matter.

 


Here is a summary of the key points of the statement for all sellers:



1. The backlog of goods at the Belgian EQ2 warehouse is not an isolated case. The problematic goods will fail inspection at almost all ports in Europe. The large backlog at the EQ2 warehouse may face destruction . By paying a fine, the goods in the warehouse can be quickly cleared and the products can be saved.

 

2. The customs finally determined the fine amount for this case to be 1.3945 million euros (approximately RMB 10.3478 million) , involving more than 200 customers, 43,085 boxes of goods , and a total VAT of 784,700 euros; the modes of transportation involved include air/truck/rail/sea transportation; the customs clearance methods involved include self-tax deferral and tax-inclusive (the freight forwarder provides the tax number for customs clearance).

 

3. Solution: In response to this incident, the customs has consolidated all the goods and handled the case. The warehouse can only be unsealed after receiving the full fine. In this regard, all logistics parties require customers to bear at least half of the fine to pick up the goods, and part of the fine amount has been sent to the customer.

 

4. 18 logistics companies jointly called on the industry to legislate as soon as possible to clarify the respective responsibilities and obligations and boundaries so that everyone can have laws to abide by and do things according to the rules. We hope that seller friends can realize the importance of long-term healthy cooperation between cross-border e-commerce and cross-border e-commerce logistics, and also realize the importance of compliance.




From the above, it can be seen that the amount of the fine involved in this case is as high as tens of millions of RMB . The solution proposed by the logistics party is that the logistics company and the seller customer need to each bear half of the fine, which is about 5 million RMB , which is undoubtedly a "huge sum of money".
 
Many sellers expressed deep sympathy for the sellers involved: this year's peak season was not very busy, and these fines really made people lose all their money.

However, some freight forwarding colleagues also share the same feelings about this statement: some goods are seized by customs because the sellers under-declared the goods, but the freight forwarders always have to bear the blame.
 
At present, it is still uncertain whether this logistics farce can be successfully resolved. In addition to reminding sellers to be careful when choosing logistics channels, this customs inspection incident also warns sellers to pay attention to the compliance of goods.

It is learned that European customs have been strictly checking the declaration of goods. In November last year, Belgian customs also issued a document stating that it would strictly check the problems of under-declaration, concealment and omission of goods.
 
In December last year, Belgian customs conducted a large-scale inspection of imported goods. The owners of goods that were judged to be under-declared received a penalty ticket DV614 document issued by the Belgian customs department, and were required to pay back taxes and customs fines.
