Alibaba Group Chairman and CEO Zhang Yong sent a letter to all employees titled "Spring Battle", announcing the launch of the "Spring Thunder Plan". Specific measures

1. Foreign trade upgrade and online breakthrough

1. Relying on platforms such as AliExpress, Lazada, and Tmall Overseas, we help small and medium-sized foreign trade companies go overseas and achieve overseas online "cloud customer acquisition".

2. Alibaba International Station helps offline foreign trade companies build global online exhibition halls.

3. Cooperate with various regions to create digital trade markets and digital industrial belts with local characteristics.

2. Assist foreign trade to expand domestic sales

1. China's domestic trade platform 1688c0m ("1688") has opened a digital "foreign trade zone" to help small and medium-sized foreign trade companies quickly expand the domestic wholesale market.

2. Help foreign trade manufacturing companies that have no online business experience to directly become suppliers of Tmall Supermarket and Taobao Xinxuan.

3. Foreign trade manufacturing enterprises that have settled in Tmall will have their annual store fees waived for an additional three months and will be provided with marketing support.

4. In order to help small and medium-sized foreign trade enterprises expand the domestic retail market, a green channel for entering Taobao corporate stores will be opened, providing marketing, advertising and other support.

3. Build a digital industry belt

1. Create a batch of digital "super origin business cards". 1688 established an online exclusive channel for super origins and launched a special "Super Origin Day". Establish regional e-commerce service centers offline to cultivate e-commerce talents.

2. Create 10 digital industrial clusters with an output value of over 10 billion yuan across the country, and help 1,000 factories achieve an online direct sales output value of over 100 million yuan within three years.

3. In provinces with concentrated industrial belts across the country, build 100 Taobao live broadcast industrial bases in each province.

4. Smart Networks Help Agriculture

1. Build 1,000 Alibaba digital agriculture bases across the country, and the first batch of core production areas will achieve 100 digitalization this year.

2. Directly purchase from the place of origin, promote the brand of agricultural products from the place of origin, and organize live broadcasts of origin tracing.

5. Financial support to provide further support

1. The free "0 account period" service is extended to June 30. Eligible merchants on Taobao, Tmall and other platforms can receive the payment advanced by MYbank after they ship their goods.

2. MyBank has joined hands with the All-China Federation of Industry and Commerce and 100 banks to provide contactless loans to 10 million small and micro businesses.

3. Alipay and 1688 have joined forces to provide merchants with a one-stop, convenient online purchasing channel, while also supporting purchases on credit.

On April 10, 2020, Alibaba's first "Digital Agriculture Industry Belt" was established in Shouguang City, Shandong Province. The advantages of Shouguang's vegetable industry are combined with Alibaba's big data advantages to jointly establish a digital "new infrastructure" for production, supply and marketing, and promote the digital transformation of Shouguang's vegetable industry.

On May 26, 2020, Alibaba Group Customer Experience Group (Ali CCO), Tmall Fresh, and Taobao University officially signed an agreement to launch the Rocket Growth Plan. As part of Alibaba's "Spring Thunder Plan", the plan is expected to incubate 10,000 new merchants with a scale of tens of millions in the next three years.
