What is DIN? DIN Review

DIN is Germany's competent authority for standardization and participates in international and regional non-governmental standardization organizations as a national standardization organization.



About DIN


DIN is a registered private association with approximately 6,000 industrial companies and organizations as members. It currently has 123 standards committees and 3,655 working committees.


DIN joined the International Organization for Standardization in 1951. The German Electrotechnical Commission (DKE), formed by DIN and the German Association of Electrical Engineers (VDE), represents Germany in the International Electrotechnical Commission. DIN is also an active participant in the European Committee for Standardization, the European Committee for Electrotechnical Standardization (CENELEC) and the International Federation of Standard Practices (IFAN).

DIN's mission is to develop and publish German standards and other standardization results and promote their application through joint collaboration among relevant parties in the public interest, so as to contribute to rationalization, quality assurance, safety and mutual understanding in economics, technology, science, management and public affairs.


Classification


DIN has developed into two product certification marks, namely the "DIN mark" and the "DIN inspection and supervision mark", in addition to a quality system certification system.


(1) "DIN mark"


It was originally registered as the monogram of the Standardization Association, and was later used on products to indicate that the product complies with the relevant DIN standards. Any company can freely adopt it and put the DIN mark on its factory products as long as it guarantees that the quality of its products complies with the corresponding DIN standards. DIN has the right to supervise and inspect products with the DIN mark, and if they do not comply with DIN standards, they will be punished according to regulations.


(2) Inspection and supervision mark


It is a third-party product certification system implemented in 1972. According to the provisions of the "DIN Inspection and Supervision Mark Award Guidelines", products applying for the mark must be sampled and tested by the inspection agency designated by DGWK to prove that they fully meet all the requirements of the DIN standard before they can use the DIN inspection and supervision mark. The validity period is 5 years, which can be extended upon expiration. If it is found that the product does not meet the DIN requirements during regular supervision and inspection, the license to use the mark will be revoked.


(3) System certification


In February 1985, DIN and the Federal German Institute for Quality Assurance (DGQ) jointly established the German Quality Assurance Group (DQS) to undertake the assessment and approval of the quality assurance systems of enterprises and institutions. In May 1987, DIN9000 ~ 9004 national standards for quality systems were issued as the basis for system certification.

The relationship between DIN, European standards, CEN and international standards, ISO


Germany is one of the 18 member states of CEN (European Committee for Standardisation). DIN plays an important role in CEN. Germany holds the secretariat of one-third of the technical committees of CEN. DIN constantly takes into account international and European trends when formulating and revising standards, so the number of standardization projects it operates also changes year by year. In 1984, 5% of DIN's standardization projects were international standardization projects, 12% were European standardization projects, and 83% were purely national standards. By 1994, international standardization and pure German standardization accounted for 25% each, while European standardization accounted for 50%. As time goes by, more and more European standards ENS (Europaeische Norms) have been adopted by Germany as new DIN EN standards to replace the original DIN standards. For example, nearly half of Germany's more than 200 steel product standards have adopted European standards. It is expected that in another 5 to 6 years, the number of European standard ENS will reach 20,000, which means that 20,000 of the 23,000 DIN standards have been coordinated by Europe.


When European standards are passed by CEN, weighted votes are used. Germany has 10 votes, making it one of the countries with the most weighted votes among CEN member countries. The German Deliqi Group is a member of both the European Committee for Standardization CEN and the German Industrial Standards Committee DIN.


Since the signing of the Vienna Agreement in 1991 determined the technical cooperation relationship and content between ISO (International Organization for Standardization) and CEN, Germany, which plays an important role in CEN, undoubtedly also plays an important role in international standardization. DIN is an active supporter of ISO and IEC, two major international standardization organizations. Among hundreds of technical committees, it is the secretariat of about 15%. Many ISO and IEC standards are recommended by DIN. As European standards continue to adopt international standards, it has also promoted the work of DIN standards adopting international standards.


Development History


-In 1917, the German Institute for Standardization (DIN) was established with its headquarters in the capital Berlin.


-On May 18, 1917, the German Engineers Association (VDI) held a meeting at the Royal Manufacturing Bureau in Berlin and decided to establish a general mechanical manufacturing standards committee, whose task was to formulate VDI rules. In July of the same year, the standards committee recommended that the standards formulated by various industrial associations be merged with the standards of the German Engineers Association, commonly known as the German Industrial Standards (DIN).


-In March 1918, the German Industrial Standards Committee formulated and issued the first German industrial standard (DI-Norm l tapered pin). The standards formulated by DIN cover almost every field including construction engineering, mining, metallurgy, chemical industry, electrical engineering, safety technology, environmental protection, sanitation, fire protection, transportation, housekeeping, etc.


-DIN joined the International Organization for Standardization (ISO) in 1951. The German Electrotechnical Committee (DKE), formed by the DIN/VDE joint body, represents Germany in the International Electrotechnical Commission (IEC). DIN is also an active participant in the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC) and the European Telecommunications Standards Institute (ETSI), and plays an important role in them.


-On June 5, 1975, DIN signed an agreement with the federal government: the federal government recognized DIN as the standardization authority for the Federal Republic of Germany and West Berlin, and represented Germany in non-governmental international and regional standardization organizations.


-By the end of 1998, a total of 25,000 standards had been developed and issued, with about 1,500 standards developed each year. More than 80% of them have been adopted by European countries.
