The first half of August was really thrilling. Trump announced that he would impose a tariff of 300 billion on China in September, and the RMB exchange rate broke through 7, so Trump also listed us as a currency manipulator.


Each of these events is a major event worthy of being recorded in history, but old man Trump on the other side of the ocean does not seem to realize the seriousness of these events. His inconsistent and two-faced attitude is as if he is playing house in kindergarten.


Just at the beginning of the month, Trump said that he would start implementing 300 billion US dollars in tariffs next month, but now he is changing his mind again.

The Office of the United States Trade Representative (USTR), headed by Trump, announced yesterday that it would reduce the list of products that will be subject to additional tariffs in September, removing some products from the tariff list , while also postponing the tariff increase on another group of products.


The details of this tariff change


As mentioned above, the changes in the 300 billion list are mainly divided into two aspects.


1. Postponement of tax increase for some categories

The implementation date of the tax increase for these categories has been postponed to December 15 .



2. Some categories were removed from the tariff increase list


This list is somewhat special, and the USTR has not yet officially announced which products can be exempted from the additional tariffs, saying that an "exclusion procedure" is still needed for these products.


Apart from the two exceptional products mentioned above, the remaining products on the 300 billion list will still be subject to additional tariffs as originally scheduled, which is September 1st.


Why did the United States suddenly change its mind?


Regarding the exemption or postponement of tariffs on Chinese products, US President Trump told the media, " This is to avoid affecting people's shopping during the upcoming Christmas season. It (the delay policy) helps a lot of people. "


It is really hard to imagine that, in order for everyone to shop for Christmas, Trump would not hesitate to slap himself in the face and cancel and delay the tax increase list. What kind of people-friendly spirit is this!


Of course, this not affecting Christmas shopping is just Trump's excuse. In fact, Trump is now very cautious about the big knife of tariffs.


Since the last $200 billion in tariffs were implemented, media and netizens have been criticizing the tariff policy everywhere, and Trump's approval rating has plummeted as a result.

These 200 billion are all raw materials and semi-processed products, with almost no daily consumer goods involved. Even so, it still caused such strong opposition.


Once the 300 billion list involving numerous consumer goods is implemented, the voices of opposition will certainly be stronger than ever before.


Therefore, the 300 billion list is a double-edged sword for Trump. If he doesn't use it well, he will be criticized by the public opinion in the United States. Therefore, Trump's current policies are all treading on thin ice. When he sees that the momentum is not right, he will rush to postpone the taxation or something like that.


Seeing this, it becomes clear why USTR did not publish a list of tax exemptions. This is obviously leaving itself a way out.

If there is progress in the negotiations, or if there is particularly strong opposition in the country, some products that are popularly opposed to taxation can be included in the tax-free list. This can not only be used as a bargaining chip, but also to quell domestic public opinion attacks, killing two birds with one stone.


Trump’s calculations are very sound, but he has overlooked a very important factor: we will not fall for his threat of tariffs on us at all!


The Ministry of Finance recently announced that if the US implements this tariff increase, we will also take necessary countermeasures.

Trump is playing a high-pressure game this time. Both domestic and foreign parties are putting pressure on him. His bet is that before domestic public opinion attacks him to death, the tax increase will make us make concessions on the trade agreement.
