Cross-border e-commerce export overseas warehouse "9810" is applicable to goods exported from cross-border e-commerce overseas warehouses. Start time July 1, 2020

"9810" is short for "cross-border e-commerce B2B export overseas warehouse", which means that domestic enterprises first export goods to overseas warehouses through cross-border logistics, and then complete the transaction through the cross-border e-commerce platform and deliver them from the overseas warehouse to overseas buyers.

Enterprise qualification requirements

1) Cross-border e-commerce companies

2) Customs declaration companies entrusted by cross-border e-commerce companies

3) Cross-border e-commerce platform companies, including: self-operated platforms, third-party platforms, domestic platforms, and overseas platforms

4) Logistics companies

Register your company with the local customs and check the corresponding company type in the cross-border e-commerce company type.

For those who have already completed registration but have not checked the enterprise type, please submit an application for change of registration information at the International Trade "Single Window".

For logistics companies that declare their inventory through the "Cross-border E-commerce Export Unified Version" system, they should obtain an "Express Delivery Business License" issued by the national postal administration department.

Application Requirements

Enterprises that choose cross-border e-commerce export overseas warehouses (9810) need to upload the overseas warehouse entrustment service contract and other overseas warehouse order electronic information before declaration, and fill in key information such as overseas warehouse address and entrustment service period. After the export goods enter the warehouse, the electronic warehouse information needs to be uploaded, and key information such as the name of the warehoused goods and the time of entry must be filled in. The customs declaration agent should fill in the industrial and commercial information of the entrusting enterprise corresponding to the goods.

The "three documents" declared by the enterprise should be the information of the same batch of goods (Document 1: declaration list, logistics order; Document 2: transaction order, overseas warehouse order; Document 3: logistics order). The declaring enterprise shall be responsible for the authenticity of the uploaded electronic information and filled-in information.

Application Process

For cross-border e-commerce B2B export goods with a single invoice value exceeding RMB 5,000, or involving certificates, inspections, and taxes, enterprises should go through customs clearance procedures through the H2018 Customs Clearance Management System; for single invoice values ​​within RMB 5,000 (inclusive) and not involving certificates, inspections, and taxes, enterprises can go through customs clearance procedures through the H2018 Customs Clearance Management System or the cross-border e-commerce export unified version system.

Enterprises should submit declaration data and transmit electronic information to the customs through the cross-border e-commerce customs clearance service system and cargo declaration system of the "International Trade 'Single Window' Standard Edition" or "Internet + Customs". Among them, cross-border e-commerce B2B export-related electronic information messages will continue to use the existing B2C access channel mode of the cross-border service system, and newly support the import of B2B export declaration messages; the cargo declaration system supports the entry and import of B2B export declarations according to the existing mode.

Document filling requirements

Customs declaration

① The order type of the order is W, the e-commerce platform code is filled in as "None", the e-commerce platform name is filled in as the overseas warehouse name, and the remarks are filled in as the overseas warehouse address.

②There are no requirements for cargo value, etc.

③The trade mode of the customs declaration is 9810, and the customs at the place of declaration is the pilot customs area.

④ The consignee, consignor or production and sales unit of the customs declaration form shall complete the customs declaration area + overseas warehouse business filing at the customs in advance.

⑤ Fill in the overseas warehouse order number in the accompanying document category code 10000004 (cross-border e-commerce B2B export document) of the customs declaration.

⑥ In the customs declaration stage, the customs declaration (header and body) is compared and verified with the order (header and body) (refer to the comparison between 9610 list and order).

⑦ Customs declarations can be entered and imported in the existing way. You can also choose to import customs declarations through the cross-border e-commerce channel (only for 9710 and 9810), and the customs declaration receipt will be issued through the cross-border e-commerce channel.
