Amazon's shipping rules have changed! The new 2025 warehouse regulations will take effect soon

Last year, Amazon launched a policy for warehouse configuration services. According to previous regulations, sellers have three inventory configuration options:
  • Minimum shipment split: Goods are sent to the least number of storage locations (usually only one), and a fee system is applied;
  • Partial shipment splitting: Goods are sent to multiple warehousing locations (usually 2-3 locations) and are charged ;
  • Amazon’s recommended optimal shipping locations: Distribute products to multiple locations (usually 4 or more) at no charge.
Recently, Amazon has made new adjustments to its warehouse configuration services. Starting from February 20, 2025, standard-size products entering FBA warehouses will no longer provide partial shipment splitting options, but will be changed to "Amazon optimized shipment splitting" and "minimum shipment splitting" modes.

Amazon Optimized Shipment Split

Simply put, if the seller can meet the following conditions, the warehousing configuration service fee can be waived:

Each product (SKU) must contain at least 5 identical cartons or pallets;

The mix of products in each box or pallet is the same, and the quantity of products in each box is the same;

If sellers can meet these conditions and ship to multiple Amazon fulfillment centers, they can enjoy this free policy.

Minimum Shipment Split

This option means that sellers can choose to ship inventory to a designated warehouse in the United States (West, Central, or East), but they need to pay the corresponding warehousing configuration service fee.

It should be noted that for large and bulky items (such as large furniture, home appliances, etc.), the delivery method remains unchanged. Sellers can still choose "Minimum Shipment Split" and make regional selections, and the "Partial Shipment Split" option for "Large Items" will continue to be retained.


As soon as the new regulations came out, many sellers said that shipping became increasingly difficult.

For the platform, this can effectively improve the operating efficiency of the distribution network, increase the delivery speed of sellers, and thus improve consumer user satisfaction.

But for sellers, there may be another impact.

1. Cost pressure surges

  • Rising shipping costs: Amazon’s “optimized unbundling” could result in shipments being spread across more warehouses, and overall shipping costs could rise.

  • Inventory management becomes more complex: stocking inventory in multiple warehouses requires more accurate sales forecasts, and the risk of unsold goods tilts towards sellers.

2. Large items become a new blue ocean (sellers with strong supply chain capabilities benefit)

  • Advantages of policy exemption: Sellers of large items can still split the goods independently and allocate inventory flexibly.

  • Increasing barriers to competition: The threshold for large-scale logistics naturally blocks small and medium-sized players, and sellers with overseas warehouse resources occupy market share.

As the new regulations are about to take effect, sellers are advised to start cost calculations, compare the differences between the existing warehouse costs and the two models after the policy, and complete the adjustment of the logistics structure.

In order to avoid the uncertainty, warehousing configuration and defect fees caused by the split warehouse, sellers can choose to prepare inventory in overseas warehouses in advance and use the "transit replenishment" model to balance the risk of out-of-stock in the split warehouse.
